The Connecticut Interagency Council on Homelessness
The Connecticut Interagency Council on Homelessness (ICH) is a statewide partnership of government agencies working together to prevent and end homelessness through coordinated policy, planning, and action.
Established by Governor Ned Lamont in 2024 and codified into state law through Public Act
25-52 in 2025, the Council brings together leaders from housing, health, human services,
behavioral health, education, workforce development, public safety, veterans services, and
other state agencies to strengthen Connecticut’s homelessness response system and
address the root causes of housing instability. The Council is chaired by the Commissioner
of the Connecticut Department of Housing and builds upon existing efforts across state
government to improve housing outcomes and support Connecticut residents experiencing
or at risk of homelessness.
The Council's work is guided by three primary goals:
• Strengthening Programs and Services by aligning policies and resources across
agencies to better meet the needs of individuals and families.
• Improving the Homelessness Response System through collaboration,
innovation, and coordinated investments in prevention, shelter, outreach, and
housing solutions.
• Expanding Access to Housing by maximizing resources, increasing supportive
housing opportunities, improving rapid rehousing outcomes, and advancing
affordable housing solutions statewide.
Recognizing that homelessness intersects with health, education, employment, behavioral
health, public safety, and economic opportunity, the Council promotes a whole-person,
whole-system approach to addressing housing instability. The Council also works closely
with service providers, advocates, community partners, and individuals with lived
experience to ensure that Connecticut’s homelessness policies are informed by those
most directly impacted.
Through collaboration, accountability, and shared leadership, the Connecticut Interagency
Council on Homelessness is committed to building a stronger, more equitable housing
system and ensuring that every Connecticut resident has the opportunity to achieve safe,
stable, and affordable housing.
